Dwarf fortress overlapping zones

What's the logic in separating them? Follow up question Do you have the tavern and dining hall in a nested format? Or do you create them entirely in separate places? I was thinking a big tavern and nested inside that is the dining hall. (A big square with a little square nested inside without overlapping areas).

This is the 61x61 housing plan. This fractal-inspired design combines space efficiency with wider access hallways to alleviate traffic jams. Stairs are placed in the middle, and the design can expand indefinitely. So I've been playing the new Steam version of DF, and I've been having a major problem with nobles/mayors and their room quality. I've tried bigger rooms, I've tried smaller rooms. I've filled the rooms with gold chests, silver cabinets and tables. Smoothed it, engraved big swathes of it. Made sure furniture is of high quality.
